We don't cap our users for any calls per minute or calls per second.

We expect our users to spread the calls based on the plan they are on. So if you are on 10,000 request per month then we would expect not to receive all request in 1 day and if that happens on regular basis we will have to suspend your API till we get a confirmation that it will not be repeated again or alternatively you may upgrade to higher plan to make that many request in one day.
